Sales tax in Manitoba

Manitoba charges 5% GST plus 7% RST (retail sales tax). Registration, resale exemptions and what combined 12% means at the till.

Manitoba — combined rate

RST is PST with a local name

Manitoba calls its 7% provincial tax RST. Combined with GST, most retail sales carry 12% — as in BC, but with Manitoba's own exemption list and administration.

Watch the identical twins

BC and Manitoba both total 12% — which is exactly why software must never identify a tax by its percentage. The components differ in rules, filings and remittance addresses. SeroBooks matches taxes by jurisdiction and kind, never by rate.

Retail sales tax, kept distinct

Manitoba's retail sales tax runs beside the federal layer with its own administration and its own base. The combined percentage a customer sees is not a single tax, and books that treat it as one cannot produce either return without disentangling it later.

A practical trap worth naming: a combined Manitoba rate can coincide numerically with British Columbia's. Matching a tax treatment by percentage rather than by jurisdiction is how the wrong province's rules get applied — SeroBooks resolves treatment by region and category, never by rate.

Resale on the purchase side

Inventory purchased for resale is generally outside the provincial tax, so the purchase treatment and the sales treatment for the same item legitimately differ. Getting it right keeps cost of goods honest and margin reporting truthful.

The treatment is derived from the business's own address and the goods' destination rather than hardcoded.

How SeroBooks applies this

Tax is decided per line, not per invoice. Each line's treatment comes from the product's tax category and the place of supply, so a GST-only item and a GST-plus-provincial item sit on the same sale without anyone thinking about it. Combined rates split into their federal and provincial halves in the ledger — one payable account per tax actually levied — which is what lets a return be filed from the books rather than rebuilt in a spreadsheet.

The Tax report then reads that same ledger for any period: taxable sales by rate with the base for each, zero-rated sales counted rather than dropped, credit notes netted, and a self-check against the sales ledger that says so out loud when the two disagree. Input tax credits accrue from purchase documents as they are entered.

Tax handled per line, per province, automatically.

The place-of-supply engine inside SeroBooks does this all day.
